It calls on consumers to stop using baby sleeping pads because they have the chance to cause babies to be trapped and suffocated.

The circular also urges manufacturers not to add medical statements when promoting products, such as claiming that fixed pads can reduce the risk of sudden infant death syndrome, help digestion or prevent flat headed syndrome, unless appropriate safety and effectiveness data have been submitted and approved by the food and drug administration.
