"Big but not strong worry"

Yang Donghui said that a fire broke out at a clothing factory in Daxing District, Beijing recently. The factory did not register for Industry and commerce, and production safety was not guaranteed. In 2007, some of the unqualified samples that were detected by our customs were all produced by three enterprises. They damaged the image of China's textile industry in the market. These problems reflect the shortage of our total quality management, the gap between the R & D ratio of skilled personnel and the international level is still very large, and the lack of more scientific detection of product development and so on.

Liu Yuanzhang, a member of the Chinese Academy of engineering known as "the father of quality", has worked for many years in the textile industry. He said, "in terms of the economy, our gross national product exceeded Japan last year. We all say that we will surpass the United States in ten years, but we are only big countries, not powerful countries, because the growth mode is too extensive. As far as textile industry is concerned, the problem is also big and not strong, lacking international famous brands and low added value of products. Ma Zhiwei said that aerospace technology has made brilliant achievements, but in fact, China's space development has not been plain sailing. Especially during the period from 1992 to 1996, China's space industry suffered a series of setbacks. For the first satellite sent to Australia, the rocket ignited for seven seconds, the 13 stage engine stalled; the long march three launch vehicle exploded for 22 seconds and suffered heavy losses; another launched the international communication satellite, the rocket three stage engine two ignition, first extinguished, then ignited, did not rise. After a series of setbacks, we began to pay close attention to quality. Quality management has gone through four stages in the field of Aerospace: quality inspection management stage, total quality management primary stage, and total quality management deepening stage. The current stage of fine quality management is required to aim at zero defects.

In this regard, Du Yuzhou, President of China Textile Industry Association, is obviously very impressed. He said that the spirit of space is fine quality management, quality is life, and has a very large example for textile enterprises. This is the precious wealth of the Chinese nation in the new era, and also a very important link in the spanformation of industrial powers to industrial powers, including the development of the textile industry.

How to realize the "Shenzhou dream" of China's textile and garment industry and create more Bosideng enterprises? Du Yuzhou stressed that during the "12th Five-Year" period, we should promote structural upgrading with quality improvement as the key point in the whole industry, vigorously promote technological spanformation and tackling key problems in improving the quality of products, take technology as an important means to improve the quality of products, reduce the cost of quality innovation, strengthen the collaboration between upstream and downstream industries through resource optimization, vigorously develop the brand building with the vitality of quality, conscientiously implement the talent strategy based on building brand quality as the main direction, strengthen the training of skilled talents, leading talents and excellent engineers; regard sustainable development as an important constraint to enhance quality; and learn advanced quality management methods.

As the responsible department of the state, the head of the AQSIQ and the relevant departments of the Ministry of industry and information technology also introduced the latest policy ideas of the national quality management at the meeting, and put forward more specific guidance for the quality management of the textile and garment industry.

In order to strengthen the quality control and sustainable development of the textile industry, we should establish and improve the quality responsibility integrity system, the quality risk management system, the quality and safety early warning mechanism, and strengthen the collection, remittance, analysis and evaluation of quality risk information. At the same time, we should strengthen the quality and technology support system, including speeding up the construction of public inspection service platform, and taking the lead in promoting the development of inspection and testing institutions to collectivize, intensive and branding, encouraging leading enterprises and promoting the common development of small and medium-sized enterprises.
